Updated Information for Schools in Wales - February 2012

You will be aware that the planned 'go live' for the introduction of PLASC data uploads to the Learning Records Service to get Unique Learner Numbers (ULNs) in the Autumn was postponed.
We are pleased to let you know that in January 2012 the Minister gave approval for the full implementation of the ULN and a Learning Record for learners aged 14 and over in Wales. This means that we will shortly be starting the new ULN Service for Maintained Secondary Schools and getting ULNs (via DEWi) for all pupils aged 14 and over using learner data submitted in January 2012 PLASC returns.
To clarify the situation further:
We will not be undertaking the proposed extended pilot using September 2011 PLASC data to get ULNs for pupils in years 12-14. Instead, we will be submitting January 2012 PLASC data to the Learning Records Service to get ULNs for all pupils that are aged 14 or over on 1st September 2011 and in years 10, 11, 12, 13 and 14. Note that we will not be submitting data for learners in year 9. Please refer to the updated ULN timetable for schools.
- The ULN service will be available to all maintained secondary schools and to those special schools that have confirmed to the WG ULN Team (via NWASSH or SWASSH) they wish to participate.
- The data will be submitted to the LRS on a school-by-school basis via DEWi as the PLASC returns are received and approved by the WG School Statistics Team. .
- The process will start in February 2012 and continue until the last PLASC return is processed in March 2012.
- The ULN Service uses the DEWi system to inform schools that ULN files have been generated on their behalf.
All Secondary Schools in Wales that have not already done so must check that their details are correct on the UK Register of Learning Providers and register with the Learning Records Service so that they are able to access the LRS portal to resolve 'exceptions'. Some schools have yet to complete the registration process with the LRS.
If necessary, you should also update the school's details on Edubase
Special Schools that wish to participate should also register with the LRS as soon as possible following the same process as mainstream Maintained Schools in Wales.
Pupil Referral Units will not be included in this data upload, although dual registered pupils will be allocated ULNs through the ULN Service for their mainstream school.
All Secondary Schools must let their pupils aged 14 and over have sight of the relevant 'Privacy Notice' as soon as possible. The Privacy Notice should have been revised by the LA to incorporate the intention to issue ULNs and create Personal Learning Records, using this template. Schools will also need to record any individual's choice to 'opt out' of data sharing.
We will be communicating further information about the process to schools through the Local Authorities. In the meantime please make sure that all secondary schools in your Local Authority area have registered with the Learning Records Service (LRS). If they have not already registered they should do so now.
Please raise any issues or technical problems with your MIS or with DEWi through your normal support channels.
Further guidance will be issued over the coming weeks to support the process and will be posted on the schools’ portal and relevant WG and LRS websites.
What is a ULN?
The Unique Learner Number (ULN) is a unique 10-digit number allocated to learners which enables each learner to build a lifelong record of qualifications and achievements in education - a Personal Learning Record (PLR). Learners can view their PLRs online and share with learning providers, advice and guidance professionals, as well as third parties, such as employers, if they wish to do so.
The ULN supports a number of functions. For example, it assists with data aggregation for the Welsh Baccalaureate Qualification. Awarding organisations require the ULN for examination registration purposes. You should use it when submitting exam entries or certificate claims to awarding organisations.
The ULN is also needed when learners (aged 16 or over) meet with careers advisors. Advisors will need the learner's permission to access or view their PLR.
