How awarding organisations can use the service
The Learning Records Service helps streamline how individual learning and achievement information is collected, handled and shared across the education sector.
Awarding organisations can use two services:
- Verifying Unique Learner Numbers (ULNs) - to ensure ULN information received from centres/providers is accurate
- Uploading QCF achievement data - to upload directly a definitive and authoritative source of evidence of achievement.
How to register to use the service
If you will be verifying ULNs and uploading achievements, you will need to complete and return the following forms from the
Personal Learning Record (PLR) for the Qualifications and Credit Framework (QCF) page:
- QCF Awarding Organisation Agreement
- Organisation Registration Form
If you will be creating ULNs, you will need to complete and return the:

Complete a Developer Registration Form to gain access to the Developers' Teamsite, where you will find the following documentation:
- LRS QCF Engagement Pack, which gives an overview of QCF PLR and contains steps to get ready for its use.
- Awarding Organisation Portal and Batch Processing Guide explains how to:
- Create new users
- Maintain achievements: create, update, withdraw and reinstate
- Verify learners
