How employers can use the service
Employers can find out about the services available for them from the Learning Records Service, and the benefits of using these services.
Unique Learner Numbers and the Personal Learning Record
Large organisations that receive funding from the Skills Funding Agency are required to complete an Individualised Learner Record (ILR). It is now mandatory to include Unique Learner Numbers (ULNs) in this.
Employers will need to use our services to be able to find and/or create these ULNs.
The Personal Learning Record (PLR) records all QCF learner achievement both at unit (credit) and qualification level as well as qualifications such as A levels, GCSEs, Diplomas and Functional Skills. The qualification data comes from government sources and is therefore a verified source. The feeds currently come from the National Pupil Database (NPD) and the ILR as well as some Awarding Organisations directly loading QCF units and qualifications.
Learners will be able to print or email a copy of their PLR to prospective employers. Future functionality will enable learners to give employers a one-time token to access the PLR and verify their qualification data on-line.
Funded providers
As a Learner Registration Body (LRB) and funded by the Skills Funding Agency, you may already have access to view the PLR. If not, please contact the LRS Customer Helpdesk to request access.
Provider Verification Reports
The Data Service began publishing ULN (Unique Learner Number) verification reports for providers at the end of March 2011. The reports are available to download from the Data Quality Reports folder on the
Provider Gateway (external link).
The reports detail whether a particular ULN within the ILR has been assigned by the provider to the correct learner, and whether there are other possible data quality issues around demographic data in the provider's ILR.
ULN verification reports will be available for Learner Responsive, Employer Responsive, Adult Safeguarded Learning, and ESF Short Record ILR returns.
