How local authorities can use the service
From this page, local authorities can learn about the services provided by the Learning Records Service and the benefits of using these services.
Local authorities funded by the Skills Funding Agency are required to complete an Individualised Learner Return (ILR) for each learner. To do this, you will need the learner’s Unique Learner Number (ULN). You will therefore need to register with the LRS, to gain access to ULNs for your learners
Local authorities can also access applicants’ Personal Learning Record (PLR), a record of participation and verified qualification data.
If your organisation is an academy and you need to register to use our services, please see information below.
Academies may need ULNs for their learners who are undertaking QCF qualifications.
